MPR - NEW DEFINITIONS

Able seafarer deck means a rating qualified in accordance with the provisions of regulation II/5 of the Convention. (marin qualifié pont)

Able seafarer engine means a rating qualified in accordance with the provisions of regulation III/5 of the Convention. (marin qualifié machine)

Certificate of Competency means a certificate issued and endorsed for masters and officers in accordance with the Marine Personnel Regulations and entitling the lawful holder thereof to serve in the capacity and perform the functions involved at the level of responsibility specified therein. (brevet de capacité)

'CoP' or 'Certificate of proficiency' means a certificate, other than a certificate of competency issued to a seafarer, stating that the relevant requirements of training, competencies or seagoing service in the STCW Convention have been met. (CA ou Certificat d'aptitude)

Documentary evidence evidence means documentation, other than a certificate of competency or certificate of proficiency, used to establish that the relevant requirements of the STCW Convention have been met. (preuve documentaire)

Electro-technical officer means an officer qualified in accordance with the provisions of regulation III/6 of the STCW Convention. (officier électrotechnicien)

Electro-technical rating means a rating qualified in accordance with the provisions of regulation III/7 of the STCW Convention. (matelot électrotechnicien)

Function means a group of tasks, duties and responsibilities, necessary for vessel operation, safety of life at sea or protection of the marine environment. (fonction)

Limited waters means waters within 200 nautical miles from shore or above the continental shelf, limited to the waters contiguous to Canada, United States (except Hawaii) and St-Pierre and Miquelon including on the west coast of Canada the waters up to Cobb-Eickelberg seamount chain at not more than 260 nautical miles from shore. (eaux limitées)

Month means a calendar month or 30 days made up of periods of less than one month. (mois)

Officer means a member of the crew, other than the master, designated as such by national law or regulations or, in the absence of such designation, by collective agreement or custom. (officier)

Ro-ro vessel that is a passenger-carrying vessel means a vessel with ro-ro spaces or special category spaces as defined in the International Convention for the Safety of Life at Sea, 1974 (SOLAS), as amended. (bâtiment roulier)

STCW-F Convention means the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995, as amended. (Convention STCW-F)

Unlimited waters means waters that are not limited waters. (eaux illimitées)

Continental shelf has the same meaning as in the Oceans Act. (plateau continental)

Immediate responsibility means a person being in a decision-making capacity with respect to loading, discharging or securing cargo, care and transit, handling of cargo, tank cleaning or other cargo related operations, closing hull openings, ensuring passenger safety in emergency situations or assisting in embarking or disembarking passengers. (directement responsable)

MPR - NEW ENDORSEMENTS

  • Endorsement attesting the recognition of a certificate

  • Air Cushion Vehicle (ACV) Engineer, Class I;

  • Air Cushion Vehicle (ACV) Type Rating;

Period of Validity of Training Courses for obtaining a New Certificate of Competency, Certificate of Proficiency or Endorsement (SECTION 103)

This section was re-written based on the principles of maintaining competencies in MED valid as per the STCW Convention.

A CoC or endorsement that requires the completion of any of the following training courses, can only be issued if the course was successfully completed within the 5 years before the date of issuance of the CoC or endorsement:

  • MED with respect to:
    • basic safety;
    • small passenger vessel safety;
    • small seasonal passenger vessel safety (certificated personnel);
    • small seasonal passenger vessel safety (non certificated personnel);
  • Simulated Electronic Navigation;
  • Propulsion Plant Simulation; and
  • MOU with respect to
    • basic offshore survival
    • stability, MOU/Self elevating
    • stability and ballast control, MOU/Surface
    • hydrogen sulphide (H2S) training; and
    • supervisor, offshore well control
    • command and control and management of major emergencies training course

If the applicant completed a course referred to in the previous slides more than 5 years before the date of issuance of the CoC or endorsement, then the following equivalency will be accepted:

  1. Refresher training course within the 5 years;
  2. 12 months sea service / 5 years;
  3. 3 months sea service / 12 months; or
  4. 24 months / 5 years as an approved instructor delivering an equivalent or superior course to the training course required.

A CoC, CoP or endorsement that requires the completion of the following MED training courses, can only be issued if the course was successfully completed within the 5 years before the date of issuance of the CoC, CoP or endorsement:

  1. MED with respect to STCW Basic Safety;
  2. MED in Proficiency in survival craft and rescue boats other than fast rescue boats;
  3. MED in advanced Fire Fighting.

If the applicant completed a course referred to in the previous slide more than 5 years before the date of issuance of the CoC, CoP or endorsement:

  • a training certificate indicating that they have successfully completed a refresher training course in that subject within the 5 years before the issuance of the new CoC, CoP or endorsement.

Section 103 will not apply to obtain the following CoC's:

  • Master Limited for a vessel of 60 gross tonnage or more;
  • Master Limited for a vessel of less than 60 gross tonnage;
  • Certificate of service as master of a fishing vessel of less than 60 gross tonnage;
  • Certificate of service as Watchkeeping Mate of a fishing vessel of less than 24 metres in length; and
  • Small Vessel Operator.

RENEWALS OF CERTIFICATES OF COMPETENCY (SECTION 106 – NAUTICAL CERTIFICATES)

For the renewal of a CoC referred to in the attached document, the applicant shall meet one of the following requirements:

  1. Acquire the following service:

    1. In the case of a CL+60, CL-60, CM+60 or CM-60, provide the examiner with:

      • proof that he has acquired at least two operating seasons on one or more vessels, within the 5 years before the application date; or

      • proof that he has acquired at least one operating season on one or more vessels, in the 12 month period of the application date.

    2. In the case of a FM4LW, WKMFV24M, CSFVOOW24M or SFV60 CoC, provide the examiner with:

      • proof that he has acquired at least two fishing seasons on one or more fishing vessels, within the 5 years before the application date; or

      • proof that he has acquired at least one fishing season on one or more fishing vessels, in the 12 month period of the application date

    3. In the case of all other certificates:

      • Acquired 12 months sea service / 5 years;

      • Acquired 3 months sea service in the last 6 months;

      • 24 months of service / 5 years performing duties in a marine-related position as indicated in the MPR; or

      • An equivalent pro-rated combination of the above requirements.

  2. Hold a valid CoP related to MED's or a Continued Proficiency in MED at the level applicable to the certificate sought to be renewed and have passed within the 5 years before the application date for renewal:

    1. in the case of a CL+60, CL-60, CM+60 or CM-60 CoC, a practical or oral examination on general seamanship applicable to the vessel in respect of which renewal of the certificate is sought, in accordance with the vessel's gross tonnage;

    2. in the case of a FM4LW, WKMFV24M, CSFVOOW24M or SFV60 CoC, a training course in Small Vessel Operator;

    3. in the case of any other certificate listed on the attached document, a written examination on navigation safety and an oral examination on general seamanship; or

  3. Hold a valid CoP related to MED's or a Continued Proficiency in MED at the level applicable to the certificate sought to be renewed; and

    1. provide the examiner with a training certificate indicating that they have successfully completed, within the 5 years before the application date for renewal a refresher training course in vessels operations

RENEWALS OF CERTIFICATES OF COMPETENCY (SECTION 107 – ENGINEERING CERTIFICATES)

Sections 108 and 109 of the MPR

Section 108: Renewal requirements for (SOTO, SOTO-ARCTIC, SCTO and SLGTO CoC's.

Section deleted. The renewal requirements were transferred to sections 161(2) to 164 (2).

Section 109: Renewal requirements for PSM and S-PSM

Section deleted. Training for PSM and S-PSM will be introduced in Section 205 of the MPR.

APPLICATIONS (SECTION 110)

110.1 APPLICATION FOR EXAMINATION AND ELIGIBILITY

  1. An applicant for an examination towards a certificate of competency or endorsement shall provide the following to the examiner, at least two weeks before the examinations referred to in these Regulations that the applicant seeks to take:

    1. a signed application containing the information and declarations set out in Schedule 2 to this Part

    2. satisfactory proof of his/her identity as stipulated in TP 2293;

    3. submit all documents required for the application for the examination as established in Chapter ?? of TP 2293; and

    4. Complete and sign the TC Form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form for the purpose of the administration of an examination.

  2. An applicant, in order to be eligible for an examination, shall pay the applicable fees set out in column 2 of the table to subsection 121(1) each time the applicant takes the examination.

110.2 APPLICATION FOR THE ISSUANCE OR RENEWAL OF A CERTIFICATE OF COMPETENCY, CERTIFICATE OF PROFICIENCY OR ENDORSEMENT

  1. Unless otherwise indicated in these Regulations, an applicant for the issuance or renewal of a certificate of competency, certificate of proficiency or an endorsement issued under these Regulations shall:

    1. be at least 18 years of age on the day on which they receive the certificate of competency, certificate of proficiency or endorsement;

    2. have started to acquire the sea service required to obtain the certificate or endorsement after having reached 16 years of age or, in the case of service acquired on a fishing vessel in respect of an application for a fishing certificate, 15 years of age;

    3. provide satisfactory proof of his/her identity;

    4. provide satisfactory proof of Canadian citizenship or permanent residency in Canada;

    5. submit all documents required for the application for a certificate of competency, certificate of proficiency or endorsement as established in Chapter ?? of TP 2293; and

    6. Complete and sign TC form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form including, a facial image, and signature for the purpose of issuing or renewing a certificate of competency, certificate of proficiency or endorsement that conforms to the provisions of Section A-I/2 of the STCW Code.

  2. An applicant, in order to obtain a certificate of competency, certificate of proficiency or endorsement, shall pay the applicable fees set out in column 2 of the table to subsection 121(1) for the certificate or endorsement sought.

110.3 APPLICATION FOR A MEDICAL CERTIFICATE

  1. An applicant for a medical certificate issued under these Regulations shall :

    1. be of at least 16 years of age on the day on which they receive the medical certificate;

    2. provide satisfactory proof of his/her identity

    3. provide satisfactory proof of citizenship or permanent residency

    4. Inform the marine medical examiner of the last date that a medical examination was conducted under Division 8 of these regulations and the outcome of the medical examination that was conducted;

    5. Inform the marine medical examiner of any medical condition that influences the issuance of validity of a medical certificate;

    6. Complete and sign TC form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form including, a facial image, and signature for the purpose of issuing a medical certificate that conforms to the provisions of Section A-I/9 of the STCW Code;

  2. Pay the applicable fees set out in column 2 of the table to subsection 121(1) each time the applicant takes the examination

110.4 APPLICATION FOR AN ASSESSMENT OF QUALIFICATIONS

  1. An applicant for an assessment of qualifications under these Regulations shall :

    1. be a qualified person;

    2. provide satisfactory proof of Canadian citizenship or permanent residency in Canada;

    3. provide a certified copy of the non Canadian Maritime Document to be assessed as established in Chapter ?? of TP 2293;

    4. submit all documents required for an assessment of qualifications as established in Chapter ?? of TP 2293; and

    5. Complete and sign the TC Form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form for the purpose of the assessment of qualifications.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for an assessment of qualifications.

110.5 APPLICATION FOR A LETTER OF DISPENSATION

  1. An applicant for a letter of dispensation issued under these Regulations shall:

    1. be of at least 18 years of age on the day on which they receive the letter of dispensation;

    2. provide satisfactory proof of his/her identity;

    3. provide satisfactory proof of citizenship or permanent residency;

    4. submit all documents required for the application as established in Chapter ?? of TP 2293 ; and

    5. Complete and sign the TC Form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form for the purpose of the assessment and issuance of a letter of dispensation.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.6 APPLICATION FOR A REPLACEMENT OF A CERTIFICATE OF COMPETENCY, CERTIFICATE OF PROFICIENCY OR AN ENDORSEMENT EXCEPT FOR A CERTIFICATE OF COMPETENCY, CERTIFICATE OF PROFICIENCY OR AN ENDORSEMENT LOST OWING TO SHIPWRECK

  1. An applicant shall:

    1. provide satisfactory proof of identity;

    2. provide satisfactory proof of Canadian citizenship or permanent residency in Canada;

    3. submit all documents required for the application ?as established in Chapter ?? of TP 2293;

    4. Complete and sign TC form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form including, a facial image, and signature for the purpose of replacing a certificate of competency, certificate of proficiency or endorsement that conforms to the provisions of Section A-I/2 of the STCW Code; and

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.7 APPLICATION FOR A DISCHARGE BOOK

  1. An applicant shall:

    1. provide satisfactory proof of identity;

    2. provide satisfactory proof of citizenship or permanent residency;

    3. Complete and sign an original of the TC form #82-0418 Request for Seafarer Document;

    4. Complete and sign TC form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form including, a facial image, and signature for the purpose of issuing a discharge book that conforms to the provisions of the Canada shipping Act, 2001; and

    5. Provide:

      1. Proof of authenticated employment, the applicant should present a letter signed by the authorized representative of the vessel, seafarer recruitment and placement service or a seafarer's union, stating that an offer of employment has been made;

      2. Proof of registration in an approved cadet training program at a recognized institution; or

      3. Proof of acceptance through the direct entry process.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application for a discharge book.

110.8 APPLICATION FOR A RECORD OF QUALIFICATIONS BOOK

  1. An applicant shall:

    1. provide satisfactory proof of identity;

    2. provide satisfactory proof of Canadian citizenship or permanent residency in Canada;

    3. complete and sign an original of the TC form #82-0418 Request for Seafarer Document; and

    4. complete and sign TC form # 82- ______ that indicate that the applicant consent to the collection and storage of personal information contained in the form including, a facial image, and signature for the purpose of issuing a record of qualifications book that conforms to the provisions of Section A-I/2 of the STCW Code.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application for a record of qualifications book.

110.9 APPLICATION FOR A SEAFARER INDENTITY DOCUMENT (C-185)

  1. An applicant shall:

    1. Complete and sign an original of the TC form #82-0699 – Application for a seafarers' identity document (C-185) that indicate the applicant consent to the collection and storage of personal information contained in the form including, a facial image, signature and fingerprints for the purpose of issuing a seafarers' identity document that conforms to the provisions of Article 3 of the Seafarers' Identity Documents Convention (Revised), 2003, of the International Labour Organization;

    2. Provide satisfactory proof of identity;

    3. Provide satisfactory proof of Canadian citizenship or permanent residency; and

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.10 APPLICATION FOR A SEAFARER INDENTITY DOCUMENT (C-108)

  1. An applicant shall:

    1. Complete and sign an original of the TC form #82-0418 Request for Seafarer Document that indicate that the applicant consent to the collection and storage of personal information contained in the form for the purpose of issuing a seafarers' identity document (C-108);

    2. Provide satisfactory proof of identity;

    3. Provide satisfactory proof of Canadian citizenship or permanent residency;

    4. Provide two passport size photos.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.11 APPLICATION FOR A SEAFARER RECRUITMENT AND PLACEMENT SERVICE LICENCE

  1. The authorized representative shall:

    1. Provide documentary evidence demonstrating that the seafarer recruitment and placement service is legally registered in Canada; and

    2. Provide documentary evidence that the requirements of section 305 are met; and

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.12 APPLICATION FOR A MARITIME LABOUR CERTIFICATE FOR A CANADIAN VESSEL

  1. The authorized representative shall:

    1. Provide proof of ownership of the vessel for which the application is being made;

    2. Provide documentary evidence demonstrating that the authorized representative is operating a Canadian vessel of 500 gross tonnage or more that is engaged on an international voyage other than an inland voyage; and

    3. Provide documentary evidence demonstrating that the requirements of section 334(1) or (4) are met.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.13 APPLICATION FOR AN INTERIM MARITIME LABOUR CERTIFICATE FOR A CANADIAN VESSEL

  1. The authorized representative shall:

    1. Provide documentary evidence demonstrating that the authorized representative is operating a Canadian vessel of 500 gross tonnage or more that is engaged on an international voyage other than an inland voyage; and

    2. Provide documentary evidence demonstrating that the requirements of section 334(3) or (4) are met; and

      1. The vessel has just been registered in Canada; or

      2. There is a new authorized representative of the vessel following a change in ownership of the vessel; and

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.14 APPLICATION FOR A MARITIME LABOUR DECLARATIONS OF COMPLIANCE FOR A CANADIAN VESSEL

  1. The authorized representative shall:

    1. Provide documentary evidence demonstrating that the authorized representative is operating a Canadian vessel of 500 gross tonnage or more that is engaged on an international voyage other than an inland voyage; and

    2. Provide documentary evidence demonstrating that the requirements of section 334(1) or 335(2) are met.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.15 APPLICATION FOR AN ENDORSEMENT OF A MARITIME LABOUR CERTIFICATE

  1. The authorized representative shall pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

110.16 APPLICATION FOR APPROVAL TO BE RECOGNIZED AS AN APPROVED INSTITUTION

  1. The institution shall :

    1. Provide proof that the institution meets all requirements for the application as indicated in the Quality Management Manual – Marine Personnel Standards and Pilotage, in the chapter entitled Approval to be recognized as an approved institution and the relevant TP for the course / program sought; and

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application

110.17 APPLICATION FOR APPROVAL OF A TRAINING PROGRAM, AN ON BOARD TRAINING PROGRAM, A TRAINING PROGRAM FOR FOREIGN ADMINISTRATION, A BLOCK CREDIT COURSE, A TRAINING COURSE OR A COURSE / PROGRAM INSTRUCTOR

  1. The recognized institution shall submit all documents required for the application as indicated in the Quality Management Manual – Marine Personnel Standards and Pilotage, in the chapter entitled Approval of Marine Training Courses and Programs and the relevant TP for the course / program sought.

  2. Pay the applicable fees set out in column 2 of the table to subsection 122(1) for each application.

ELIGIBILITY FOR THE ISSUANCE OF A CERTIFICATE OF COMPETENCY, CERTIFICATE OF PROFICIENCY OR ENDORSEMENT (SECTION 111)

Changes at sub-section 111(b): For the issuance or renewal of a CoC , CoP or Endorsement, the applicant must hold a valid medical certificate or a valid provisional medical certificate except for the following certificates:

  1. Master, Limited for a vessel of 60 gross tonnage or more;
  2. Master, Limited for a vessel of less than 60 gross tonnage
  3. Chief Mate, Limited for a vessel of 60 gross tonnage or more;
  4. Chief Mate, Limited for a vessel of less than 60 gross tonnage;
  5. Small Vessel operator;
  6. Fishing Master, Fourth Class, limited waters;
  7. Watchkeeping mate of a fishing vessel of less than 24 metres in length;
  8. Service as Watchkeeping Mate of a Fishing Vessel of less than 24 metres in length;
  9. Small vessel machinery operator;
  10. Restricted proficiency in survival craft and rescue boats other than fast rescue boats;
  11. Passenger safety management;
  12. Specialized passenger safety management (ro-ro vessels);
  13. Supervisor of an oil transfer operation;
  14. Supervisor of an oil transfer operation in Arctic waters (North of 60oN);
  15. Supervisor of a chemical transfer operation
  16. Supervisor of a liquefied gas transfer operation;
  17. Small Vessel Machinery Operator;
  18. Fourth Class motor or steam, Domestic;
  19. Chief engineer motor or steam vessel up to 2000 KW, Domestic;
  20. Second engineer motor or steam vessel up to 2000 KW, Domestic;
  21. Continued Proficiency in Marine Emergency Duties.

111 (2) The Minister may require as a condition for issuing a certificate of competency, certificate of proficiency, endorsement and medical certificate that the applicant consent to the collection and storage of personal information including a facial image and a signature

MPR - SECTIONS

Section 113: Most of the information is transferred to TP 2293

Section 118: Adding the following subsections:

  1. An applicant holding a non-valid certificate of competency, proficiency or endorsement, who acquires sea service on board a vessel or vessels in a position where a certificate of competency, proficiency or endorsement is required by these regulations, the sea service performed by the applicant will not be recognized;

  2. An applicant holding a certificate of competency or endorsement, who acquires sea service beyond the validity of the certificate or endorsement held by the applicant at the time of its performance, such service will not be recognized;

  3. An applicant holding a certificate of competency, certificate of proficiency or endorsement and who has been employed onboard a vessel in a capacity beyond the functions and levels of responsibility of the certificate of competency, certificate of proficiency or endorsement held, the sea service performed by the applicant will not be recognized

FEES FOR EXAMINATIONS AND DOCUMENTS (SECTION 121 AND 122)

  • Amendments to the existing fees (to be determined)
  • Addition of new exams / documents to the tables
  • Section will be deleted from the MPR and covered in the User Fees Regulations

Specialized Training Courses

CERTIFICATE OF PROFICIENCY IN FAST RESCUE BOATS

Modified the renewal requirements as follow:

154. (2) An applicant for renewal for a certificate of proficiency in Fast Rescue Boats shall provide the examiner with :

  1. A training certificate as proof of successful completion of a refresher training course in fast rescue boats within the 5 years before the application date for renewal; or
    1. A training certificate as proof of having successfully completed an approved on-board training program in fast rescue boats within the 5 years before the application date for renewal and is documented in an approved training record book; and
    2. Testimonial(s) attesting that the applicant has acquired at least 3 months of sea service, within the 5 years before the application date for renewal, on one or more vessels, and has participated in fast rescue boat drills; and

(1) An applicant for a continued proficiency in marine emergency duties endorsement who holds:

  1. a STCW certificate;
  2. a STCW-F certificate;
  3. a non-STCW certificate except if the applicant holds a certificate of competency referred to in sections ???; or
  4. an applicant who is not required to hold a certificate of competency under this part but has completed a MED training course; and

and who is employed on a vessel engaged on a:

  1. sheltered waters voyage;
  2. near coastal voyage class II; or
  3. limited contiguous waters voyage

shall provide the examiner with;

  1. a training certificate indicating that they have successfully completed, within the 5 years before the application date for renewal, a refresher training course in marine emergency duties at the level applicable to the certificates sought;
  2. proof that they have acquired at least 12 months of sea service on board one or more vessels, within the 5 years before the application date for renewal and testimonial(s) attesting the applicant's competent participation or familiarization in emergency drills;
  3. proof that they have acquired at least 3 months of sea service on board one or more vessels, in the 12 month period before the application date for renewal and testimonial(s) attesting the applicant's competent participation or familiarization in emergency drills; or
  4. proof of at least 24 months of service, within the 5 years before the application date for renewal, performing duties at a recognized institution as an approved instructor for a MED course equivalent or superior to the training course required for the certificate sought;

(2) An applicant who holds a CL+60, CL-60, 1M+60 or 1M-60, shall provide the examiner with:

  1. a training certificate indicating that they have successfully completed, within the 5 years before the application date for renewal, a refresher training course in marine emergency duties at the level applicable to the certificates sought;
  2. proof that they have acquired at least two operating seasons on board one or more vessels, within the 5 years before the application date for renewal; or
  3. proof that they have acquired at least one operating season on board one or more vessels, within the 12 months before the application date for renewal.

(3) An applicant who holds FM4LW, WKMFV24, SCFV60 or CSOOW24 shall provide the examiner with:

  1. a training certificate indicating that they have successfully completed, within the 5 years before the application date for renewal, at least a training course in MED with respect to small non-pleasure vessel basic safety;
  2. proof that they have acquired at least two fishing seasons on one or more vessels, within the 5 years before the application date for renewal; or
  3. proof that they have acquired at least one fishing season on one or more vessels, within the 12 month period of the application date for renewal

  5. Master 3000 Gross Tonnage, Near Coastal.

Experience:

After obtaining a Master 500, Gross Tonnage, Near Coastal certificate, Watchkeeping Mate certificate or a Watchkeeping Mate, Near Coastal certificate, an applicant for a Master 3 000 Gross Tonnage, Unlimited certificate shall acquire the following sea service on board one or more vessels of at least 500 gross tonnage while the vessels are engaged on voyages that are unlimited voyages or near coastal voyages, Class 1, which sea service shall include at least 12 months on voyages outside the great lakes basin and where the distance between extreme ports called at during those voyages is more than 500 nautical miles:

  1. at least 36 months as officer in charge of the deck watch;
  2. at least 24 months as officer in charge of the deck watch if they have served at least 12 months as master or chief mate; or
  3. an equivalent prorated combination of the requirements set out in paragraphs (a) and (b).
3.

Certificates to be provided to the examiner:

  1. CoP in STCW basic safety;
  2. CoP in survival craft and rescue boats other than fast rescue boats;
  3. CoP in advanced fire fighting;
  4. Restricted Operator's Certificate (ROC-MC) issued under the Radiocommunication Act;
  5. A training certificate in SEN Level II;
  6. CoP in Marine advanced first aid;
  7. A training certificate in bridge resource management; and
  8. A training certificate in Leadership and managerial skill
4.

Pass examinations:

  1. Communications, level 1;
  2. Communications, level 1;
  3. Navigation safety, level 2;
  4. Meteorology, level 2;
  5. Ship management, level 3;
  6. Ship construction and stability, level 4;
  7. Cargo, level 2;
  8. Engineering knowledge, level 1;
  9. Celestial navigation, level 2; and
  10. Oral examination on general seamanship, after meeting the other requirements of this table.

SMALL VESSEL OPERATOR

Item Requirements Specifications:
1.

Certificates to be provided to the examiner:

  1. Training certificate in Small Vessel Operator;

  2. If the vessel is non passenger -carrying vessel, a training certificate in MED with respect to small non-pleasure vessel basic safety (MED A3);

  3. If the vessel is a passenger- carrying vessel, a training certificate in MED with respect to small passenger safety (MED A2);

  4. A training certificate in marine basic first aid; and

  5. An appropriate Radio Operator Certificate issued under the Radiocommunication Act if the vessel is equipped with a VHF radio-telephone installation.

The Small Vessel Operator certificate will be valid on the following vessels engaged on a near coastal voyage, class 2 or sheltered waters voyage:

  1. Non-passenger- carrying vessels of not more than 13 metres in length overall (except tugs); and
  2. Passenger-carrying vessels of not more than 13 metres in length overall, carrying not more than 12 passengers.

NAUTICAL RATING CERTIFICATES

ABLE SEAFARER DECK

Item Requirements Specifications:
1.

Hold a certificate:

Bridge Watch rating

1.

Experience:

While holding a certificate referred to in item 1, while performing deck duties, acquire the following sea service on board one or more vessels of at least 500 gross tonnage while the vessels are engaged on voyages other than sheltered waters voyages:

  1. At least 18 months of sea service; or
  2. At least 12 months of sea service through an approve training program
2.

Certificates to be provided to the examiner:

  1. CoP in STCW basic safety;
  2. CoP in survival craft and rescue boats other than fast rescue boats; Steering testimonial attesting to the applicant's ability to steer and containing the declaration and at least the information set out in Schedule 3 to this Part; and
3.

Pass examinations:

The following examinations on general seamanship, after meeting the other requirements of this table:

  1. a written examination; and
  2. a practical examination.

BRIDGE WATCH RATING

Item Requirements Specifications:
1.

Experience:

The following sea service performing navigational watchkeeping duties which involves the performance of duties carried out under the direct supervision of the master, the officer of the navigational watch or a qualified rating on board one or more vessels of at least 500 gross tonnage while the vessels are engaged on voyages other than sheltered waters:

  1. at least 6 months; or
  2. at least 2 months if the applicant has successfully completed an approved training program in bridge watchkeeping duties.
2.

Certificates to be provided to the examiner:

  1. CoP in STCW basic safety;
  2. CoP in survival craft and rescue boats other than fast rescue boats;
  3. Steering testimonial attesting to the applicant's ability to steer and containing the declaration and at least the information set out in Schedule 3 to this Part; and
2.

Pass examinations:

Written examination on general seamanship, after meeting the other requirements of this table.

ENGINEERING CERTIFICATES

NEW TRANSITIONAL PERIOD- SECTION 184

184 (1) An applicant who has commenced to:

  1. acquire qualifying service for the certificate sought;
  2. an approved education and training program ; or
  3. an approved training course

before July 01, 2013 to obtain a certificate of competency under the 2007 Marine Personnel Regulations may, after complying with the requirements for the delivery of that certificate under those Regulations, obtain the equivalent ranking certificate identified in Schedule 1 to this Part and issued under the 20?? MPR or, if an equivalent ranking certificate does not exist, the certificate of the rank immediately below.

184 (2) Subsection (1) expires January 01, 2017

NEW PART 4 – SEAFARERS IDENTITY DOCUMENT

New Part 4 added to the MPR:
Seafarers' Identity Document (SID)

  • The content and form of the SID conforms to the international requirements as specified in Annex 1 of the ILO's Seafarers' Identity Documents Convention (Revised), 2003 – (ILO C-185)

SEAFARERS' IDENTITY DOCUMENT

  1. An applicant for a SID (ILO C-185) shall :

    • not have made application for a SID in a country other than Canada

    • not possess a SID issued by a country other than Canada

    • have a valid Transportation Security Clearance (TSC), or make an application for, in accordance with the Marine Transportation Security Regulations

  2. The SID shall be issued upon notification of granting of the TSC

  3. The validity period shall be synchronized with the expiry date of the TSC.
